At present, the commercial meteorological service in China is just beginning and just at the period of exploration. The development level of social economy is the main factor to restrict the development of meteorological service, the development level of society is more advanced, the absolute value of losing brought by meteorological disaster is more enormous, and the benefit of winning profit and avoiding disaster produced by meteorological service is also more tremendous. So along with social economy developing faster, social demands of the commercial meteorological service are becoming greater and greater, the commercial meteorological service will develop fast. But current operation organization and running mode of the commercial meteorological service are not adapt to the development of market economy, especially after opening commercial meteorological service to foreign countries, foreign commercial meteorological service enterprises enter the market in china, join the competition with domestic meteorological service, researching the general adoption of the market principle,running as enterprises of national meteorological service and its operational mode are becoming more and more important.This thesis analyzes the present situation and the existed problems, and it audaciously puts forward the designation of constructing national meteorological service system. We can believe that national meteorological service will enter market and build corresponding corporations. Today, meteorological service industry in some meteorological departments has set up corporations gradually and encouraged private economy to enter the field. In the end state corporations will quit this field and private corporations will became leading actor in this field.Through analyzing the market supplies and demands of meteorological service , we can discovering the contradiction between the diversification individual demand and corresponding services provided by meteorology department, in order to improve the contradiction , an consultant sell method is advanced in this thesis .We should try our best to cultivate brokers who can solve problems during the periods of services. The brokers can educate and help users.In the end, the thesis expatiate the composing factors of core competitive power of meteorological service corporations .They are the ability of research and development, the ability of continuously innovation ,the ability of organization and meeting the emergency. The thesis proposes the methods to develop core competitive power of meteorological service corporations, such as learning and strengthening the cultivation and selection of talents, building up an integrated system to promote the development of talents, increasing the devotion of R&D (Research and Development), reinforcing the management of the inner knowledge of the meteorology department.
