Land,the essential natural resource handed down from one generation to another, is the basic means of human proliferation and of production through continuous social development and progress. With the development of technology, diversity of social needs, and transformation to the electronic and network management, the department of Land Resource should take full advantage of information technology and Web services for land information management. Utilizing of the Internet which disseminate information to public, common people (not just the GIS professionals or managers) can benefit from the Land information. Internet-based WebGIS provides a realistic choice for the improvement of the current land-using database.Above all, by analyzing the land-using database basic structure and function, the author advocates an observation in this paper that the current GIS database system and C/S model is a key to its technical support. And then the writer gives a discussion about the development stage, function and application of domestic and foreign land-using databases, geographic information technologies (GIS) as well as WebGIS. On this basis, the paper researches the application status of land-using database of land management departments and others, discovering the fact that there seems to be some problems in application process of the database and analyzing causes of them, which lead to propose WebGIS as an plausible way of solving these problems.Before proposing the solution--WebGIS-based land-using database, the author studies the emergence and development of WebGIS, analyzes GIS technology, and, accordingly, sums up the four mainstream of WebGIS--XML/GML (Internet data exchange and sharing of environmental space channels), Open Geographic Information System, GIS based on the super mapping models and network-virtual geographic environments. Compared with traditional GIS, a conclusion can be observed that WebGIS is more popular, is able to be easily expanded, and possesses rich resources and networks which can be used to establish enterprises Internet/GIS departments Intranet. Finally, basing on WebGIS and the CGI network services standard and adopting Oracle database to manage land information data, the author puts forward his idea of designing a geographical information network system of a WebGIS-based land-using database.
