Currently, the construction of digital city, as a huge project, has made tremendous progress in China. Because of difference demands on spatial information between diverse departments in city, many departments establish the information systems according to their own needs. While these systems are often independent with each other, it is very difficult for these systems to share date and interoperate with each other and results in many information islands. Therefore, the construction of a uniform support platform has significant value to integrate spatial information and enhance the reusability of resources. The research mainly focuses on the following fields:1. This paper introduces the development of spatial information service technology, compares the characteristic of client/server, browser/server and Web GIS based GIS system, focuses on Open GIS Web Service architecture and technical specifications, points which are the best way to achieve heterogeneous interoperability of spatial information services.2. Combine the service-oriented architecture and spatial information service, analysis the characteristic of SOA and introduce the method of service design. And point out that it is a good way to using web service-based SOA to build a flexible spatial information system and enhance the reusability of spatial information service.3. Study the application of workflow technology in spatial information service, analysis the workflow system and web service workflow technology, and build a adaptive workflow system model. In order to make the workflow system to adapt with the change of service status, this paper proposes a virtual workflow model, uses a relative QoS model to select a better service from the services of the same type.Based on the above studies, established using Web services-based service-oriented architecture solutions to achieve the target to integrate the heterogeneous resources in the city space and improve the system's flexibility and reusability. Combine GML and Open GIS standard to make the different geographic information systems can share data and interoperate with each other. The implementation of relative quality of service model can make a optima choice among the same type service, and let the spatial information service workflow can adaptive with the change of service of quality, improve the adaptive ability of the system.
