A database of national defense mobilization is one of the important national defense works in peacetime. It is mainly used as the policy-making basis for the country in wartime or in the event of serious natural disasters as well as in handling of sudden large-scale events. In the modern high-tech wars, high-precision and powerful weapons have been used a lot on the battlefield. The combat units will be highly concentrated and the way of fighting will take on fast-paced, in-depth, large-scale emergency mobile style. Therefore the automation of operational command will be easily achieved. On the other hand, this will make higher demand on the automation of the operational command. In such a demand, digitizing battlefield and geographical environment have become one of the necessary conditions of command decision-making. National defense mobilization database touches on people's armed forces, combat readiness, economic mobilization, data-transferring and information exchange and other parts of the important objectives of security map, property and security plans. The traditional paper maps, reports, documentation has been unable to meet the requirements of high-tech war on defense mobilization work under the condition of digitalization. The establishment of digitalizing, networked, information-based mobilization for national defense mobilization database is of great significance to the work of the combat readiness.Combined with the characteristics of national defense mobilization, this thesis takes the GIS technology as support and integrates with computer technology, database technology, and multimedia technology to design a national defense mobilization computer application system which has characteristics of being intuitive and easy-to-use by decision-makers.The National defense mobilization system concludes four-part compositions: the hardware system, software system, databases system and user, among which ArcGIS 9 is the core software of the system. Visual Basic 6.0, you can easily manage data and the mathematical model simulation, maintaining a good interface with ArcGIS9 and geographic information system software. As long as the data file is established association with the other data file under the dealing by the Geographic Information System software, you can easily changes some of the attributes of the data and do some inquiries. Database is related data collection stored under certain degree of organization. It can be to provide services for a variety of needs through the best way and with the minimizing duplication. Only in support of the database, it can give full play to the mobilization of GIS spatial data analysis, data Processing, thematic mapping and many other features. The user system is an important factor of preceding the systematic organization, management, maintenance, data updating, and expansion of the system, development of application system and application of the system.The logical structure of the database National defense mobilization system can be divided into three levels: the bottom layer is Information-support layer, mainly providing data supports for the national defense mobilization system database. This layer concludes professional database, composed by various types of information and plans and some other databases composted the geographical space, socio-economic database relating to national defense mobilization decision-making data. The middle tier system is the application layer, providing comprehensive data supports for the national defense mobilization system decision-making. The system provides a variety of means to inquiry; mainly establishing a sub-system for management of a variety of information resources. This sub-system operates independently under the support-layer of information system, relates with each other and achieves the goals of being accurate, fast and intuitive query, making the management and decision-making integrated. Top-level system is total control layer of the system, providing interactive interface. It takes the regional electronic map as the background and GIS tools as the platform and reflects the content of the visual system, providing a convenient way for inquiry and statistics of different data information and displaying the real-time results dynamically. According to some city's national defense mobilization needs, this system integrates all the resources into one system. And in accordance with the characteristics of the software used, this system builds a spatial database, model base and database properties. Meanwhile this system analyzes the mobilizing resources in the region through using Gaussian - Kruger projection and fuzzy comprehensive evaluation mode and respectively establishes a variety of the national defense mobilization database resources. What's more this system makes use of the component base of the geographic information systems to secondly develop a library information management system. Combined the geographic information systems with the national defense mobilization data, this system manages the national defense mobilization information while developing itself. At the same time though using the powerful graphics editoring and displaying function of GIS, this system establishes the geographic database and associates spatial data with attribute data so that the evaluation of visual information can be displayed on the map and achieves double-way inquiry function of the spatial data and attribute data.The thesis also introduces the principle, type, structure and function and the developing direction of the Geographic Information System (GIS). This paper elaborates the details of the map projection method, the map fuzzy comprehensive evaluation method which are used by our country as well as the basic elements of a military base and the method and the principle to select a military base. Meanwhile the completion of the system was outlined.In this paper the national defense mobilization which is based on Geographic Information System database provides and assistance for the commander in making a decision. It has become one of the most important parts of the army command automation system. This thesis mainly deals with the data management, plans and geographic information storage of national defense mobilization. This system has the characteristics of being well-structured, powerful, the easy to operate. And at the same time, this paper has made research on the geographical database (Geodatabase), map projection model and fuzzy evaluation method and how to achieve double -way inquiry of the spatial data and attribute data, and management of the database. However, due to restrictions on the level of knowledge of the author, there are still some limitation on the combination of the system and the professional model. Regarding display of space information, further study has to be made, especially on the three-dimensional effect, openly and network-based research and improvement of satellite-positioning (Beidou system) and so on.
