Entering into the 21st century, embedded technology has become the common direction of communications and consumer electronics products. With the development of embedded operating system and the rapid growth of application of GIS(Geographic Information System), the research on Embedded GIS has become a hot topic. Embedded GIS is an integration of embedded products and GIS, and a combination of embedded software and embedded hardware. It is an ideally solution of navigation, location, geography information query and spatial data management for public users.Embedded systems are characterized by the hardware computing power is far below the ordinary computer. So Embedded GIS design in software or in hardware is different with ordinary GIS. To make up for the embedded system hardware on the computing power shortage, the software design needs reasonable tailoring, optimization, and fully tap and utilize existing hardware resources.The paper covers embedded systems theory, GIS theory, software engineering, database technology, Object-oriented program design, and computer graphics. According to general needs of users and the basis of the theory, Firstly given to the embedded hardware solutions which Advanced RISC(Reduced Instruction Set Computing) Machine is the core, The hardware solution contains the basic processing components which meets the functional operation; Synchronously given to the embedded software solution, the customization of the system software platform and the bottom hardware is very good compatibility; Then Windows CE(Compact Edition).net 4.1 with a cutting transplant makes hardware and software platform to integrate; Finally, completed a three-tier system of GIS utilizing embedded Visual C++ 4.0 to design electronic vectorgraph and software applications with the embedded database system.Finally, the paper offers an embedded GIS with friendly interface, faster processing, and relatively independent modules. The embedded GIS can meet the basic needs of the application.
