The marine reserves is the importance part of the marine project ,but its developing is limited by lagging management。So modernization of management is imperative under the situation。Handling GIS spatial information technology to develop marine reserves is the availability step to this trouble. This study discuss at marine reserves and the basic characteristics aspects of space information technology application ,and focus on the structure of the system, key technology and database structure design for a preliminary exploration.In this study, since the marine as research, from software engineering guiding ideology, based on components GIS software ArcGIS Engine and object-oriented visual programming tool C # system of the technology,developed a convenient and practical marine reserves management system.This study of marine reserves management system, including spatial data and attribute data.spatial data are stored in Shapefile format. Attribute data comes mainly from the National Marine Environmental Monitoring Center. The data of the original marine p reserves attribute are stored in excel or word,the main marine reserves data are the basic information, a multi-year basic management of marine reserves and monitoring the situation statements and so on , how these data will be reasonable storaged to the database in this study is a difficult point.This paper is divided into six parts, the first major research study on the research background, purpose, meaning and research dynamic, summary on the system of content and technology line. The second major part is about marine reserves classification and domestic and international developments and features. The third major part is the system design, on the basis of research systems in the context of the development, the overall system design. The fourth major part is the database design, including spatial database design and attributes database design, the attribute data highlighted in the statement of the findings of a reasonable storage about monitoring the situation tables. The fifth major part is the system development and implementation, identified the development programmes, introduce some of modules achieve method. The sixth major part is the conclusion and the outlook, the characteristics of papers and research results summarized, and the future to further study the idea.In short, this study for the construction of the marine reserve system in theory and methods are a useful exploration and try.
