In the design of water conservancy project and highway bridges, us often need reliable flow estimations, such as the annual average flow and a certain return period of peak flow. However, in many countries and regions, many of the drainages laid only a few hydrological stations, in a number of small watershed even some of the basic hydrological data are not available. The estimation of design discharge in a drainage usually must cope with a general lack of data, both in time (short observed series) as well as in space (ungauged basins). So us often used empirical formulas to calculate the design discharge of ungauged basins.First, this essay analysed the flood characteristics about the main rivers in Xinjiang and annual maximum discharge of hydrological stations in the way of frequency analysis. The frequency curve line type elected for the Pearson typeâ…¢distribution curve. The curve parameter estimation methods appropriated for the Head curve-fitting method. And then took Xinjiang hydrological information and the natural and geographical conditions as basis. About four divisions were choosed as indicators: mean annual average runoff, the design flow on per unit area, similar hydrological stations where heavy rain area, natural areas of hydrological stations. Using the causes of analysis, statistical analysis and fuzzy clustering analysis method, the same hydrological areas of Xinjiang were divided into eight areas and two non-runoff areas. The consistency and uniformity of district results have also been inspected .The essay results indicated compliance with zoning requirements of consistency and uniformity. Then selected the characteristics of four basin factors: drainage area, river length, basin shape factor, the average slope in the main stream of the river as a composition of empirical formula factors. And choosed one factor and multivariate factors to combine the two forms of the establishment of empirical formula in each hydrologic region. Parameter calibration used by the least square method, through the analysis of the results calculated in accordance with the principle of the smallest error, the most conformable empirical formula was filtrated. The old and new empirical formulas of Xinjiang have also been compared. It is shown that the empirical formula of selected has relatively small errors in the formulas, and the security is high. At last, the results of empirical formulas of calculating results is significance tested show that the significant regression effect of the empirical formula. Empirical formulas can be used to infer and calculate design discharge in ungauged basins.
