GIS technology has experienced rapid development and wide application in digital map and digital navigation map etc along with the rapid development of network technology, especially Internet technology. But the major GIS company development independent, In the circumstance of various data formats and standard coexist, there are more and more difficults to solve in a large number of spatial information sharing and exchange between data owers and systems, and this also restricted the wide use of geographic information. For their own benefits and problems of a different point of view, a variety of popular GIS have problems such as non-standard unified data management, data format is not compatible and data sharing difficult.In practical applications, data format conversion as a major solution is used widely, Spatial data interoperability, Multi-source data fusion techniques has also been applied in a variety of systems. However, in the use of efficiency and data organization etc., there are still a lot of questions that need to be addressed.For this, it's very necessary to research new solution for data sharing can be used widely. As a new generation distributed processing technology ,Web Services is used to realize component technology of Internet environment. The OGC (Open GIS Consortium, OGC), represented by international organizations has developed a generic data service norms in this area based on Web Service, build a new platform in sharing of spatial data.Metadata is the premise and pivotal technology of spatial data application and service. Theses formulate a set of meta-data standard system applicable to special field and discussed the techniques of manage and query meta-data for spatial data service accoding study and summary geographic information meta-data standard especial meta-data standard in area of sharing.On the basis of depth study of Web Service related technologies, analysisd and researched technolies of Web services development, registration, quote and integration., this paper studied spatial data management and publishing technology based on Web GIS. Combined Web Service,Web GIS and metadata management technologies, proposaled a distributed heterogeneous spatial data management and service model based on Web service and meta-data. Made spatial data processing functions to Web Services interface and provide them for use accoding for external interface and practiced it accoding Microsoft.net framework technologies and MapXtreme platform. Through the client system call test, the effect is good .Through this thesis research, provides a new way of thinking and technical means for spatial data Services and applications, further improve mutil sources and heterogeneous data utilization and integration level, further improve the effective application of the outcome of a variety of surveying and mapping. This will also promote the widely use of spatial data.
