On October 12, 2007, the Intergovernmental Panel on Climate Change (IPCC) won the Nobel Peace Prize for "it has made great efforts on the creation and transmission of knowledge related to human-induced climate change, as well as, it has made solid foundation on the variety of metrics to solve the questions caused by climatic change". This proves that, in the 21st century', the global climate change research already has been received more and more attention and importance.The recent scientific research indicates that: Since the beginning of the last century, the Earth is undergoing a gradual fluctuation of global warming. Many scholars and experts at home and abroad have done a lot of research work on global climate change, and have achieved fruitful results. At present the main view pointed that globe nearly hundreds of year temperature goes up. The fourth estimated report from IPCC shows that the trend of temperature line nearly hundreds of year from 1906 to 2005 is 0.74 centigrade. As the change of globe rainfall and temperature, the whole pattern in globe is middle latitude area rainfall growth, the Northern Hemisphere rainfall decrease and Southern Hemisphere rainfall also increase in 20th century.The growth of temperature by the data from 1957 to 2007 in China is similar with the growth of temperature in globe. The data of rainfall's number during in the past of 1957 keep a still increase situation, but not obviously to temperature.According to the effect of temperature change, this paper points out some disadvantage temperature change to use electricity and water from natural system and human society.On the basis of the recent 50 years research of the urban climate change of Wuhan, this essay choose the resident consumption quantity of electricity and water of Wuhan to analysis their response to urban climate change.This paper analyses the urban climate change in Wuhan city from 1951 to 2007. This paper analyzes the change of annual average temperature, four seasons' temperature and the annual highest and lowest temperature in Wuhan during in the past of 50 years. It also analyzes sunshine, humidity and exceeding weather condition in these years. We can draw some conclusions: the urban climate change in Wuhan is comparatively consistent with the global climate change, and the linear increasing trend of the annual average temperature of Wuhan is 0.33 centigrade/10a; among the seasonal temperature changes, the change in winter is the largest (0.449 centigrade/10a), and spring is the second (0.447 centigrade /10a). We also can find that the urban climate change in Wuhan has a trendy of fast getting warm and slow becoming wet.This paper analyses consumption of residents and city water to respond of climate change apparently.by using SPSS, Excel and other software, which make full use of the model to obtain conclusion. The results show that the response degree takes the increase tendency. This may have some inference value to the urban electricity and water supply departments.
