With the development of social economy,oil chemical industry is becoming a pillar industry of the whole National Economy,due to the close relationship between chemicals and human,the frequency of hazardous chemical leakage accidents is increasing every year,this has become a world-wide environment and safety issue. Simulation and risk assessment of the leakage accident combined with the strong GIS spatial analysis and animation module can provide a clear and accurate forecast of the dangerous area,which can be a useful evidence for the making of emergency action. Thus,Research on"A GIS Based Environmental Risk Forecast and Assessment Information System of Hazardous Chemical"has a long last meaning.Research in this paper is a part of 863 national project named"Emergency Technology Demonstration of Severe Environment Pollution Accident in Megalopolis"(NO.2007AA06A401).At the beginning of the second part,principle of leakage accident dispersion model and risk assessment model is presented,a logical model frame is illustrated and simulation of the model is achieved by means of Fortran language,model input and output files' name standards are also introduced at the end of the second part.During the third part,technology of ArcGIS Engine is introduced,which can provide a feasible solution to the seamless connection between model and GIS.Graphic display of model output data including contour drawing and NetCDF playing is also achieved.In the forth part,an example named"Phosgene Point Environmental Risk Assessment System of Shanghai Chemical Industry Park"is presented,key technology and results analysis of the combination of model and GIS are indicated in this part,modules such as Environmental Risk Assessment,Graphic Display and Model Management are also introduced.This paper provides a certain solution to the designing and developing of Emergency Response System of Hazardous Chemical Leakage Accident and has a positive practical meaning.
