Analysis Of Public Crisis Intervention Based On Chaos Theory

Since the 90s of the 20th century, the public crisis has occurred frequently, affecting more and more areas and causing more and more serious consequences. A series of public crisis such as climate crisis, energy crisis, financial crisis, terrorism crisis,etc presses the people of every country hard and threatens their survival, health and sustainable development. How to deal with emergencies is not only the direct expression of the administration ability in every country but also the unprecedented challenges and ordeal faced by their people. Nowadays, China's reform and development is at a critical period. In the process of industrialization, urbanization and modernization, the new situation and problems emerge frequently and the public crisis like serious natural disaster and accident happens from time to time. It has been the inevitable important question to study the public crisis from the aspect of systematic science. It also becomes the problem we need to resolve urgently to prevent and tackle it timely. The chaos theory as the important part of the systematic science is the science of studying the complex phenomena and the system integrity. The public crisis belongs to complex category. Its intervention as a complicated systematic project provides a appropriate and timely beginning for the introduction of chaos theory. The natural view, the scientific view and the methodology caused by the chaos science, which is useful to discern the genuine cause of its evolution, can forecast and imitate the evolution orbit of its occurrence , then offer a new study paradigm.Citing the results of relevant research at home and abroad, This paper applies the knowledge and method of the relevant discipline such as chaos science, sociology and so on to overall grasp its chaotic characteristics with the dialectic thought and consider intervention strategies of the chaotic public crisis systematically. The Research framework of this paper is as follows: the first part puts forward the foundation of choosing the title, the era significance, the theoretical significance and the practical significance. The second part defines the crisis and the public crisis, analyzes public crisis characteristics and formation mechanism and expounds the subject, object, and medium of its intervention. The third part explores its chaotic characteristics on the basis of fully understanding its meaning, mathematic connotation and philosophical sense. The fourth part discusses the intervention principle, process and strategies of chaotic systems. And it points out that it is the top priority to prevent and get rid of the danger and long-term plan is that there is no danger to treat according to many complexities and uncertainties during China's economic transition and social transformation.With the development of the globalization, the situation of public crisis faced by the human being appears different from the agricultural society and industrial society. Its scale, nature and degree have been changed fundamentally. The factor caused by the crisis is more complex, the process more covert, the areas more diversified, the influence more relevant. According to the research, the paper draws the following conclusions:Firstly, strengthening its basic theoretical research, we should not only consider the traditional paradigm but also the new one, where the application of the chaos theory is not only practical, but also very necessary.Secondly, strengthening its intervention practice, we should not only better its intervention mechanism according to the self-similarity of its chaotic characteristics but also bring the people's initiative into full play, overcome the sensory blind spot and cognitive wrong area and prevent "The Butterfly Effect" of the crisis in accordance with its randomness and severe dependence on the initial value.Thirdly, whether the natural public crisis is caused by environmental pollution and ecological damage or the social crisis by unbalance of the interests, alienation of the power and conflict of the sense, their main problem lies in the disharmony between the human being and the nature, the conflict between the human being and society and strife among human beings. The core lies in the human being who accelerates or slows the superposition function of the crisis factor and cultivates its soilAll in all, the public crisis , which exists objectively, brings the human being the negative impact. The top priority of its intervention is to timely and effectively tackle the crisis that has happened or is happening and try our best to minimize the damage caused by the crisis. The long-term plan is to eliminate antagonism between man and nature, conflict between man and society , and struggle among the human beings and reduce the probability of its outbreak as far as possible.
