With the improvement of living standards and the fall of cars sale price, the resident consumption level and consumption desirability had been on a high level. The most evident embodiment is increasing number of cars sostenuto and acutely. On the one hand, vehicles bring us convenience and shortcut in our lives; on the other hand, they made more and more traffic jam, and traffic pollution and energy consumption has been the most pressing task all around the world. Intelligent Transportation System has become the accepted resolvent in the world. More and more expecters and scholars have pay attention to it.Urban traffic system, as the important constituent part of ITS, is the firsthand to achieve the purpose of guarantee the traffic flow and safety, and enhance efficiency. This designment is to ease the traffic pressure in the jam area, so that the cars which arrive at crossroad could pass by safely as quickly as they can, furthermore, it can conserve the energy and protect the environment. So this designment has vital practical meaning.With the development of automation and communications technology, a new intelligent control technology has come into being. New theory and technology bring new research area, which displayde enormous power and develop potential in practical energy application.This paper adopted the frequency which cars get across the detector, by which we can estimate how many of the cars in the road. Transfering the date to DSP by vehicle synchronous detection which detected from loop vehicle detector. And then use fuzzy control principle design a control policy that considered vehicle cross frequency at the single intersection and multiple phase, and then make simulate from FPGA, finally attain better results.
