Study And Application Of Key Technologies For Flood Control Making-decision Support System

The decision-making of Flood relief is a very complex and responsible action, the main objective is to prevent the danger and reduce the losses by effectively using a variety of engineering measures and non-engineering measures for flood.Scientific decision- making needs the scientific decision-making.We need to provide a scientific decision support for decision makers.The system supporting for the decision-making of Flood relief is one of the most popular decision-making aids.This system can provide kinds of information for decision makers as easily and quickly as possible.However, the research of the system is developing, and the technology supporting for decision-making is immature.There are some problems in the system,for example,the problem of showing the distribution of the rainfall in the subsystem of flood,the problem of commanding and judging the transportation of materials in the subsystem of relief,and the problem in the development of the system.We will do the research of the problem above of the paper,and the main work and contributions are as follows.The first is the problem of showing the distribution of the rainfall in the subsystem of flood.There is a new method about the generation of the isoline and isosurface based on ArcGIS Server in this paper, instead of the existing method of the generation, which is more quick and more beautiful, easily meeting the need of the system which support for the decision-making of flood prevention and relief. The Second is the problem of commanding and judging the transportation of materials in the subsystem of relief. Regards to the existing generation of the military plotting which is complex and difficult to apply in the GIS system,a new method about the generation of military plotting is come up,making the generation smart,easily applying in the transportation of materials.The third is the problem in the development of the system supporting for the decision-making of Flood relief. We design and improve the structure of the system,by using the WebService based on the SOAP procotol and the RESTful WebService,and so on.And the new method about the generation of the isoline and isosurface has been applied in the system, the military plotting is also.There are many high praise of the system.However, as the developing of the system,there are a number of issues about the security, stability and other.Part of them are coming up because of improving the performance of the system, the other will be improved and maked perfectly by the developing of technology.We will work hard in the future.
