Weather disasters, which caused ecnomic loss accout fo 70% by all natural disasters, have an important effect on restricting the social and economic sustainable development. Which flood/waterlogging disasters are more attractive as the highest frequency of its occurrence and the greatest loss. Flood/waterlogging disaster is a typical complex system, whose formation involves many factors, such as natural,social,economic and so on. Flood/waterlogging disaster risk assessment, as a base work of disaster prevention and reduction, can help government and mass take effective measures to deal with floods.Due to the uneven of precipitation distribution in time and space, it is easy cause frequent occurrence of flood/waterlogging disaster in Jilin Province. First, based on relevant theories and previous studies, we formed theoretical framework of flood/waterlogging disaster risk assessment in Jilin Province. According to this theoretical framework, we established the index system of flood/waterlogging disaster risk assessment. This index system includes hazard factor , hazard inducing environment,disaster bodies and disaster prevention and mitigation capacity. Then we used the method that combined with export extimation and AHP to determine the weight of each factor. By geographic information system, the map of natural hazards, the map of enviroment sensitiveness to disaster, the vulnerability of regional disaster bodies, the map of disaster prevention and mitigation capacity in Jilin could be achieved. Finally we got the distribution results of flood disasters risk in Jilin using the established model the use of established model, and verified the results using survey data of flood disasters from 1961 to 2008 in Jilin province.The results indicate that, in Jilin province, the high-risk areas of flood/waterlogging risk include most areas of Changchun, the south of Tonghua and Hunchun; Medium-risk areas mainly include the western region of Jilin Province; While the risk in the northeast of Jilin is generally low.
