The demand for safety is higher and higher in all kinds of the industry in today's society, but the threats faced by enterprises are also more complicated. When the disaster appears the allowed recovery time may be just a few days or less, if the disaster is not promptly disposed of the enterprises will fall into difficulties, so how to develop effective disaster recovery plan is particularly important for the enterprises. Meanwhile, with the development of the related research in this field, the disaster recovery for the enterprises has already not been limited to the simple way to rebuild after the disaster. It's more important to make the enterprise business continuing and lasting, so it came into the concept of business continuity. Its purpose is to make the critical business of the enterprise continuing so as to minimize their losses after the disaster.In this paper, backup and disaster recovery technology are introduced in detail and the business continuity process are concluded and summarized combined with a variety of standards and norms. Then the paper brought forward a sort algorithm based on RTO, the algorithm is used in the business impact analysis to enable the enterprises effectively assess the internal businesses in order to protect them well. Then the paper improved the quantitative mathematical model for disaster recovery planning based on optimization theory. The main purpose of the mathematical model is to help the decision makers choose the best combination of plans which meet the needs of the enterprises from a variety of recovery plans. The model expressed the resources, facilities, funds and recovery plans of the enterprise in quantity and enabled the decision makers judge through the use of constrains and objective function.The paper designed a prototype which is used in disaster recovery plan selection, the system used .NET Framework as a development platform and was based on Browser/Server structure. Different from the past simple mode of remote backup, the system not only made the establishment, selection and implementation of the plan separate so as to make the process of business continuity divide clear and unambiguous, but also transplanted the research result of disaster recovery to the assessment tools.
