Capacity-building Of Public Participation In Marine Environmental Governance

In recent years, the development of marine economy and the improvement of the marine value make our marine environment been severely affected,seriously threatening the prospects for the future sustainable use of marine.Effective protection of the marine environment and improving of our management of the marine pollution is urgent to resolve.Management emphasized that management is cooperation, which is that the Government is not the only source of legal authority, civil society is equally legitimate source of power.As the security of marine sustainable development,the marine environmental management also needs positive interaction with citizens to the Government and the public.It should promote in the division of labor and cooperation, effort to improve marine environmental management in the public participation.This has become the the inevitable choice to promote marine environmental governance.This thesis includes five parts:The first chapter is mainly about the background and significance of topics, status, research ideas, text structure and research method; The second chapter defines public participation in marine environmental management capacity building, and the the important impact of public participation in marine environmental management capacity-building for effective participation;Chapter three is the need and feasibility analysis of marine environmental management of the public capacity building.Treatment from the marine environment itself, the Government, the public perspective of the various capacity-building need public participation; the same time,analysis the government and the public in marine environmental management in the role of the unique advantages of location and public acts of conditions and the public enterprise's effect, indicating the public participation in marine environmental management capacity building feasibility; Chapter four is the status quo and reason Analysis.Combination of control event in Qingdao Enteromorpha governance and foreign experience of public participation in marine environmental management, and from the historical, practical, theoretical analysis of the three possible causes;Chapter five focuses on the marine environment of public participation in governance capacity building.First analysis of public participation in the realization of the marine environmental management conditions; then analysis of the marine environmental management in the public and the government to establish cooperative relations; last from four parts to explore five paths to enhance public participation in governance capacity.capacity-building of public participation is the main line of this Article. through the definition of participation in the marine environment, finding out the Government's role in public participation and the advantages of public participation.The deduction is that the Government and the public in the management of the marine environment should establish cooperative partnership.
