In this paper, an application of 110 & Banking Network-Point Alarm System byTelephone developed for the police in middle or small cities and its design method isintroduced. The system have basic functions of 110 Alarm and Banking NetWork-PoifltAlann. It is leamed and used easy. Based on the principle of human-computer interfacedesign and basic functions of the software, a graph user interface (GUI) is designed inChinese. Through this GUI, users can receive alarms, query alann records, prillt reportforms, set parameters, and so on.The basic functions are achieved successfully by using modeless dialog box,multithreading, 32-bit serial port communication, and other techniques. The databasetechnology is used to analyse, organize and manage the data. In programming,Object-Oriented Programming(OOP) is aPplied to build the problem model.In this paper, the program for installation with Chinese interface is created byusing' InstallShield'. The lltilization of the aPplication in some coullty polices showsthat the application runs reliably. It can meet practical needs.
