The complexity of environmental problems needs effective tools for environmental management and planning. Geographical Information System (GIS) is a strong tool for these works. The utilization of GIS allowed the environmental changes to be aLttomatically located with the use of a personal computer. Beijing City Air General quality Management Information System, is based on GIS, and is integrated by the spatial information and the non-spatial information. Managing and dealing with Beijing City daily air quality data, it possesses the ability of analysis and evaluate for Beijing City air quality. The update, query and statistical analysis for Beijing City air quality data can be realized by using it. Integrating the application in practice, it provides intuitionistic and vivid query and the expression information. Thought it, we can build accurate and identical channels of information抯 coming, accelerate the circulation rate of environmental information and increase the efficiency of environmental information resources. The researcher and governor can acquire the effective information about air pollution and use it for environmental planning and management. In the process of development, we integrate two modes: GIS system platform and GIS developing toolkit. The digitalize of Beijing management. The digitalize of Beijing City map and spatial database are finished on ArcView GIS, a leading software for desktop and mapping. In the Visual Basic 6.0 environment, the connection of property data and spatial data and the spatial analyst are designed with TopMap ActiveX, the software used as GIS control.
