The study of assessment for fishery damage caused by oil spill is still new subject in China. We have not established the theory of assessment for oil pollution damages, which suits to marine environment of China. So it is necessary to develop a method to assess the fishery damage in theory.This Paper first describes the development situation of international and civil pollution assessment techniques in marine environment. Compared with the developed countries' compensation system and assessment techniques, China has fallen behind, especially in fishery long-term damage assessment. According this situation, the paper brings up the new proposal to reduce the distant from developed countries. After this, the paper analyses the damage caused by oil spill and selects reasonable mathematical models to calculate fishery resource damages. Finally, a visual program is written by using tools of Microsoft Visual Basic 6.0. It can assess fishery resource damages caused by oil spill.Currently the method to calculate fishery long-term damages we adopted is to multiply the short-term damage by three. This method may be a little arbitrary and hard to be accepted by both sides involved in the case. This paper is done to try to make further exploration in this field. I adopt the Beverton-Holt's model to calculate the fishery long-term losses including the recruit loss, larvae loss and adult loss; The fishery short-term losses is calculated by using current method released by the Fishery Bureau of Department of Agriculture in 1996. The software is suited to the insurance company, the port office, the shipping company, and fishery office used in assessment and compensation for oil pollution damage.This software can be used in oil spill case to calculate fishery resource damage. The result gotten by the software is reasonable. It provides a reliable reference for the related section.
