According to the demands of maritime affairs departments in Pearl River estuary, Emergency Information System of Ships Pollution Accidentally in the Pearl River Estuary is based on the other emergency information systems domestic and overseas, and combines with computer sea chart and GIS and data base technology. The system uses MapObjects2.1 of ESRI as programming tool and Visual Basic 6.0 as programming language, and utilizes secondary programming to design two modules: statistics administration and sea chart statistics administration, which can accomplish some functions, such as statistics collection, information inquiry and diffusion simulation, etc. This system can not only display the information of environmental susceptible zone and distributions of emergency equipments and staffs, also forecast and show the air diffusion of liquid gas, property change and explosion range of leaking chemicals quickly and accurately after ships accidents, it will be convenient to every department to take steps and provide supports to solve ships leaking accidents in Pearl River estuary, and increases the efficiency effectively.
