There are some defects in the solving of advection-diffusion equations. A new numerical method-the local analytical method is developed in this paper against these problems. This method is based on the analytical solution in the local calculating area, and then the numerical solution can be obtained through adding the basic solutions. It is proved that this method has a high accuracy and stability after the calculation and comparison in the non-bounded condition for one- and two-dimensional equation. The boundary conditions are split from the equations and combined with the basic solutions in the end. The results proved that the use and calculation are convenient. We have simulated the dynamic forecast in the Bayuquan sea area. In the whole area simulation, the coefficients of advection and diffusion are constant and are much bigger. It is to illustrate the distribution of concentration and the influence of boundary on arbitrary quadrilateral meshes. In the part area simulation, the meshes are redesigned to rectangle and the coefficients are close to the fact. The results are satisfying.
