The Developing Countermeasure Research On Marine Environment Monitoring In China

Marine environment monitoring is the main means to understand ocean, grasp its conditions and its changing regulations. To some extents, the marine monitoring ability directly affects to the level and result of marine resource development and environment protection.China is a large country. At the same time with encouraging marine developing and utilization, we have pay an important attention to marine monitoring and have got a great deal of success. But we do have a big gap and many problems comparing with not only the need of China's marine economy developing, but the level of developed countries as well. If we do not solve the critical problems as soon as possible, some of them would have hindered the marine developing, national safe and defense,environment protection, and disaster mitigation.The thesis stress on five parts concerning with the marine monitoring in China. The first part analyses several basic problems, and gives the concepts, connotation, position and function of marine environment monitoring; The second part analyses the basic monitoring states, and their features and trends in other countries, and in some international and regional projects; In the third part, the thesis looks back the developing history of marine monitoring in China, introduces its present states, including its construction, method, technique, products etc.; In the forth part, the thesis discusses the present problem in marine monitoring, expounds the challenge and need of marine monitoring facing to the current situation. Finally, in the fifth part, the author gives the suggestion on reforming the managing system, establishing the regulations, attaching importance to planning, enhancing personnel training, promoting the service ability, and so on.The author strives to provide a train of thought on structuring, managing, and opening up the marine environment monitoring in China.
