Effective utilization of water is the key factor of sustainable development in process industries, it is also an important science and technology problem needed to be solved in systems engineering academic research. With the globalization of economy and the intensive market competition, it is required that designed unit or plant in process industry should have considerable accommodation or flexibility for the changes in capacity, raw material, the quality & specification of the products. It is necessary to develop the theory and practical technology for the optimization of flexible design urgently, which is the hotspot in R&D in Process System Engineering now. And the flexibility and design is not considered in water network. In this paper, the researches have been done as follows:(1) In this paper, the theory of flexibility analysis is applied to the study on water network research according to the characteristic of water network. This article analyses flexibility of present water network and calculates the flexibility index. If the water network is not satisfied flexibility, it is needed to retrofit the presented water network. The bottleneck is founded for the flexibility. Design parameters was improved in order that water network is satisfied flexibility. Then the water network is satisfied by the need of practical situation.(2) A method of water network design under uncertain parameters is presented. It has two methods: fixed flexibility design and optimal flexibility design. Fixed flexibility design is optimizing water network design parameters under the fixed flexibility. Optimal flexibility design is optimizing water network design parameters, the flexibility is not given and needed to be optimized with the water network design parameters.(3) Theory of sensitivity analysis is applied to water network flexibility analysis. It is can be known that the water network is satisfied flexibility or not from the flexibility index. The design parameters should be improved when F < 1. We present the principle of selecting prime modulation design parameters according to sensitivity analysis theory. Prime modulation design parameters can be founded.
