According to Atmospheric Diffusion Discipline studied by F.Pasquill and F.B. Smith, this research unified with the complex changeable condition of city's air pollution, conducted the simulation test research through the wind tunnel modeling test experiment on the basis of theoretical analysis foundation, established proliferation mathematics and the physical model fit for certain condition of city's situation, obtained the general diffusion rule of city's air pollution under the specific condition through analysis and processing the tentative data, on the same time, this article analysised each essential factor which affects to atmosphere diffusion.Based on theoretical analysis and simulation test research, this research through simulation analysis confirmed the validity of the study' conclusion, the conclusion has reality role for the actual monitor system's improvement, and also, the model can be used to estimate pollutant density when pollution accident occur, view of the present monitoring system's deficiency, the research supposed an technical project how to unified vehicle moves GPS and the GIS technology served for the city's air pollution real-time monitor system, the project emphasized on how to use the mobile GPS system and the GIS database while discussed how to inspect air pollution with this technology, in addition to define source of pollution position, provides disperses plan if the air pollution accident occur and issues the pollution news for the public on the line, accepts the public inquiry and the surveillance.At last, the article analysised the nuclear problem of the city's air pollution real-time monitor and the control system, that is to say how to define the source of pollution direction if we know the pollution's density field, this research established the inverse-problem's model under one-dimensional time-dependent condition pollutant through solve proliferation equation, carried on the value simulation based on the above model, the value simulation conclusion confirmed the inverse-problem model well.
