Perfluorinated sulphonate resin has been widely used in the fields of fuel cell, electroanalysis , the industry of alkali and has been paid considerable attentions as a macromolecule polymer because of its excellent mechanical , thermal , chemical and electrochemical stability. The development of PEMFC' industrializition and the increasing of the manufacture of alkali with ion membrane method technichs have produced a great quantity of used and discarded PEMFC. Serious resources squandering and pollution of environment are unavoidable if we treat them by traditional technology of burning or burying.Recast membrane ,PFSR/PTFE composite membrane and the catalyst of PFSR/SiO2 solid super acid were fabricated from the 7.5% transparent solution which was obtained by pretreating waste and discarded ion exchange membrane, and then by dissolving them in alcohol/water solvent in high pressure kettle at 250 C according to the dissolved fundamental of macromolecule polymer. The results showed that the pretreated technology had important influenced on the quality of PFSA solution; in the process of fabricating Recast membrane and composite membrane 140 C is the best thermal treated temperature and Dimethyl Sulphoxide(DMSO) is the best high boiling point additive of ameliorate membrane technology. Fourier transform-infrared spectroscopy-attenuated total reflectance (FT-IR-ATR) and XRD analysises indicated there are some estructure differences between Recast membrane and mother membrane, the diameter of the crystal in the Recast membrane made by adding DMSO is the smallest. The Specific Surface of the catalyst of solid super acid could be enlarged 140% by the addition of high boiling point additive, and the water-solubility could be decreased to 0 via high temperature treatment.
