| Water resource, which is the lifeblood for human live, is of a great strategic subject connecting with a long period development of a country or a nationality. Especially, there is a significant influence of the close relationship between human and water on the economy and society progress today than ever before. The problem of water resource has been paid attention more and more internationally and has become a serious restricting factor for the globe development of the economy and society.The total capacity controlling scheme of pollutants can be defined that the proper distribution of the pollutant cutting capacity and the total controlling capacity of the pollutant for the different years according to the receiving pollutant capacity of the river and the current receiving pollutant capacity, under the requirement of certain water function and water quality controlling standard by using the technical economy analysis, so as to reach the purpose of protecting environment.Total pollutant controlling capacity was studied earlier in Japan. At present, the target controlling has been inverted into the total volume controlling abroad. While only a little works were done in the water resource protection and administration referencing the other countries' experience in our country. Furthermore, it is still remain in the stage of target total capacity controlling and in the beginning of the total capacity controlling for the study on the field of total capacity controlling.Changchun is the city lacking of water seriously, and the short water resource have become a key factor for the economic development and other social fields. It is very important for protecting water resource of Changchun and making it use continually to investigate, inspect and evaluate the current water resource of Changchun, and to deride water function areas of the main river and calculate the water environment capacity, to evaluate the receiving pollutant capacity, to propose the total capacity controlling of pollutant scheme. Frequently, the purpose of this thesis is to collect the first-hand scientific documents for making the administration and decision by calculating the receiving pollutant capacity of the main river, blowing down controlling quantity and cutting quantity through the spot inspection and evaluation of the living pollutant outlet and industrial pollutant outlet of important river, and "General planning of water resource" was also developed by water conservancy department.Under the general analysis of domestic and overseas research works, the theory and methods of the water resource protection and continue applicable researches were systematically discussed based on some subject theories including the environment science, environment influence evaluation, hydrology water resource, water resource protection theory, ecology theory, continually development theory and environmental economy. Taking Changchun city as example to thoroughly study the characteristics of water environment situation, function and quality controlling target of water, total pollutant capacity controlling of water environment etc. so as to suggest the total pollutant capacity controlling scheme for the main rivers of Changchun city.Some inspected section of the main river and lakes in Changchun City were supplemented according to the requirements of "General planning of water resource", which can inspect the water quality of all main rivers in Changchun. The current evaluation for every inspected section of main rivers and lakes and scientifically deride the water function areas were made out according to the inspecting data.According to the requirements of "Unified Plan of Water Resource", the investigation and on-spot inspection were conducted for the amount of wastewater emission in the main wastewater discharge entrance of all over the city, county and enterprise.
