One of the most serious disaster areas in Xinjiang is the Tarim River Basin, due to human overuse water resource, over-reclamation land and over-grazing or unrestricted cutting natural resource near 50 years, which brought about the increasing environment problem in this region. The ecology environment is very fragile in the Tarim River Basin, and this kind of frailty is formed by the long-term naturally effect and the intervened activity of the human.Under the history condition of western district quickening development step by the nation, inquiring the ecology environment fragility and the restoration and restitution of vegetation of the Tarim River Basin, rightly recognizing the essential characteristic of ecology environment frailty of the Tarim River Basin, there is the great reality meaning in water resources utilizations, ecology environ -mental protection and the development of society economy of the arid area continental river basin.Based on the features of fragile eco-environment in Tarim River Basin, using the correlation theory of environment economics on optimization management in renewal resources, and has discussed the optimization management of the arid area resources developed and used. Based on the regulation and control factors of discrete-time dynamics system, and has analyzed the relation between the arid area desert vegetation patch and microenvironment. Analyzing reached that in the regulation and control factors of the restoration and restitution desert vegetation chiefly depended on the human activity and distribution in time and space change of ecological water used by the human control, and proved with theory of the above conclusion from the matter exchange between the ecosystem and the environment. If only having natural interference and not interference of large-scale human economy activity, no matter it being equilibrium state or non-equilibrium state originally, its stability will not be suffered destruction at all.When discussed the regulation and control countermeasure of the restorationand restitution vegetation, firstly analyzed the self-similarity statistics of the vegetation distributing in the desert-oasis ecosystem. Desert vegetation patches for randomness and spatial uneven distribution possess generality, and this characteristic indicates that the desert vegetation population possesses multifractal quality. Though existing the appearance of mixing and decussating growth in the arid desert area, there is not mutually related among the populations. The various drought-enduring vegetation can be fully used in the desert vegetation of restoration and restitution, which has very good economic performance. Don't need to worry about the mutual restriction of vegetation, and enlarges population biodiversity, which is favor of the stable development. Existing clear non-linearity dynamics action in the desert vegetation, led out one population dynamics model and chose control parameters of the stability vegetation distribution structure. Fully analyzed the vegetation recovered for the control parameters change, which can provide theory scheme for government and implementation engineering on the vegetation of restoration and restitution.Finally in the text, analyzed control factors to affect vegetation of restoration and restitution by the concrete data, and the factors included government control means, economic support, science and technology input, and ecology water used. The conclusion: near several years, in comprehensive regulation course of the Tarim River Basin, the regulation and control dynamics of government are enlarged year by year. The personnel of engaging in science and technology research work and the scientific research funds input are growing every year, and the input dynamics of economy are also strengthening. The ecology water transport engineering under the artificial control is in progress smoothly.
