The number of motor vehicle in Chengdu locates in the former place of big cities over the country. Tenure number of private car is in the second place over the country, next to Beijing, and is increasing rapidly in recent years. The government has acquired some fruits by taking series of procedures to relax the traffic pressure and to reduce motor vehicle emission. However, the increasing trend of tenure number of motor vehicle makes air pollution caused by vehicle emission remain one of the main environmental problems in Chengdu.The paper carries on investigation to the actual condition of vehicle emission in Chengdu, forecasts the vehicle emission in the next decade, and provides control strategies for reducing, the dangerous vehicle emission, based on the introduction of study on vehicle pollution over the world.Firstly, we investigate the tenure condition of motor vehicle according to the two- phase sample principle, there into the first phase is different probability sample, the second phase is same probability sample, then estimates annual amount of vehicle emission according to the tenure number of vehicle and correlating parameters and square difference. Secondly, we forecast the tenure number of vehicle and annual amount of vehicle emission from the year of 2001to 2010 according to the increasing trend during the period of the year of 1996 and 2000. Finally, on the basis of investigation, statistics, analysis, synthesis and forecasting, we bring forward comprehensive programs: optimizing and improving city traffic; setting down local standards of vehicle emission in chengdu; perfecting inspection/maintenance (I/M) systems of vehicle in use on emission pollution; speeding up the cleansing process of fuel.
