Along with the living standard exaltation, people need good environment quantity more and more, but continuously increasing of MSW brought very inconvenience for people`s life. According to statistics, one person create MSW roughly 300 kgs one year in our country in current, the year increase rate is up to 7-9%, there is more than 200 cities in whole country sink into MSW surrounded. Face the such rigorous situation, for realizing sustainable development strategy, our country put forward the target " minimization, resource, harmless " for MSW. But at past, people put more energies in" resource" and" harmless", but" minimization" research however not enough thorough.MSW minimization can be implemented through the following three aspects: controlling the MSW output, cutting down the MSW for treatment and reducing the MSW for landfill.Based on the present condition of minimization both of home and abroad, the paper analyzed the problem in minimization, put forward a new concept for MSW reduction--muliti-minimization system, and designed its technique route. The life cycle of the MSW can divide into the source process, middle process and end process, corresponding the muliti- minimization system can divide into three sub-system: source reduce sub-system, middle reduce sub-system and end reduce sub-system. Put forward homologously practice measures, point out the important point and difficult point for the problem, and analyzed the software that props up the system of muliti-minimization system, emphasized the importance of the whole process control.The study purpose of this paper is to find out the new breakthrough point for realizing MSW reduction, provide the basis for the establishment of MSW management countermeasure in our country.
