| The waste-water irrigation plays a very important role on the agricultural water crisis which alleviates the short supply of water resource, at the same time, waste-water contains abundant nutritional component such as N, P, etc., which improves the yields of agricultural production. The waste-water irrigation has brought considerable benefits of water and fertilizer efficiency to agricultural production. However, the unreasonable sewage irrigation has caused pollution to the soil, crops and groundwater, even endangers the human health.The ultimate reason of sewage irrigation pollution is the polluted water. To eliminate the pollution of the sewage irrigation, the water pollution must be controlled firstly . The effective measure to control pollution — Total Quantity Control of Pollutant Discharge is used in this paper. From the following two levels the research is made The first level is the macro-control to the pollutants of the agricultural industry , the method is to include the agricultural industry in the whole national economy industries, and gives a comprehensive appraisal on economic attribute and environmental effect to all trades, and adopt the method of the weighted factor to distribute water environmental capacity. The second level is that the sewage irrigation is optimized inside, to calculate the optimum total amount of pollutants which is allowed to irrigate. Tianjin city is as the case and the further research is made. The results of the research are as followed mainly:(1) The agriculture is included in the national economic industries, to control the total quantity of the pollutants on the level of the industries, the research of the total quantity control of pollutants is based the optimized structure of the industries, which plays a role of bridge between the basic goal of total quantity control and the practical measure to enforce.(2)Systems of the economic, resources and environment are not isolated, they are related with each other. Equal-Standard Waste Load per Product is devised firstly in this paper, to assess the pollution sources comprehensively, and give macroscopical instruction in the industrial structure to optimize.
