Methods Of Environment Statistics And Research On Index System Of Environment Statistics

Environment statistics is the basic task and important part of environmental management. Furthermore, the success of environment statistics is associated with the scientific environment statistics index system. Now, there is still no sophisticated environment statistics index system founded in our country. In the Statistic-monitoring Index of Comprehensive Well-off Society published by National Statistic Agency, only two environmental items are stated, which couldn't reflect regional environmental quality status and main environmental problems comprehensively. Therefore, this paper discusses proper statistics methods and preferable environment statistics index system, from the aspects of environment quality, environment pressure and environmental response.Firstly, the paper analyses the characteristics and function of environmental statistics, and summarizes the developing direction and research fields of international environment statistics. Through analyzing the research status and existing problems of the environment statistics in our country, the paper offers some helpful suggestions.Secondly, the paper discusses the main environmental problems and related indexes, and put forward a setting plan of environment statistics index system. Basing on the existing work of environment statistics, ameliorative environment statistics methods and environmental indexes are submitted, which totally includes seven subsystems: industrial pollution and treatment, living pollution and treatment, agricultural pollution and treatment, environmental pollution control investment, natural entironment protection, environmental management and construct.Considering the speciality and function of civic environment statistics, the paper discusses the statistic methods of the civic background survey. Basing on the foreign civic environment assessment indexes, the paper discusses civic environmental quality statistic indexes available for our country. Furthermore, the environmental quality in cities of our country is evaluated and analyzed, and a set of civic environment evaluation index system for sustainable development in our country is brought forward.Finally, basing on the principles of integrity, conciseness, calculability, etc, the paper builds a more reasonable environmental index system which is fit for theconstruct of comprehensive well-off society in the future 20 years. This project comprises 8 indexes of 4 kinds which can reflect the public concerns about clear air, clear water, innocuous food and quiet beautiful environment. These results should be helpful in the later research on general index system in comprehensive well-off society. To validate the applicability of the new ecological environment quality assessment method in the project, the method is applied in all the provinces in our country and some counties in five provinces, i.e. Jilin, Neimenggu, Hunan, Gansu and Guangdong, and acquires good results.
