The variation and difference in the environmental system model studying results in the importance of research toward model amelioration and the differences between the existing models. Based on the ground contamination density model, the influence which may happen on the ground contamination density and effective chimney height will be pointed out after the different methods designed for computing the average wind velocity are adopted. Then the applicability of every wind computing method among the seven methods will be colluded. Fourteen plume rise computing models are elected and relative parameters are defined. The large amount of simulating computation of the smoke plume is done, which result shows the applicability of every smoke plume computing models. After the simulating computation, the synthesis analytic model will be recommended as a practical smoke feather computing model. Continental distance model with varying weight is put forward on the base of model with the same weight. The results comparison between the different evaluation methods show the new model is reasonable. Finally, the new model is apply to evaluate FuXin city atmosphere quality on the ground of atmosphere data in 2004.Then the applicability of the new model is analyzed.
