Shitoukoumen Reservoir, the main surface drinking water resource of Changchun City,plays indispensable role in the life and production of the citizens. The water quality has beendegraded hitherto as a result of agricultural non-point pollution (ANP) and the mainpollutants are TP and TN according to the monitoring data from Changchun EnvironmentProtection Bureau (CCEPB). The emergent potential of non-point pollution is assessed,which lays a solid basis for the protection and treatment of the reservoir.Funded by Research on the Status of Non-point Pollution of Shitoukoumen Reservoirand Its Treatment Applied GIS, a programme of CCEPB, the Shuangyanghe Catchmentupriver was focused as the studying area. Model APPI, developed by Guo Hong-yan ofNanjing University for assessing the emergent potential of ANP, was applied with the basisof GIS. Runoff index, sediment discharge index, chemical fertilizer index, and human&livestock excretion index were chosen as the assessment factors and their weight were fixedto calculate the emergent potential of ANP of each village and town within the catchmentand the danger zone where ANP tended to emerge. Furthermore, the load of ANP of thecatchment was evaluated to verify the validity of Model APPI. The sketch of the emergent potential of ANP was formed according to the APPI valueof each village and town, which suggested that the greatest potential occurred in Pinghufollowed by Qijia and Taiping. Therefore, Pinghu was the prior control zone, next wereQijia and Taiping. The total discharge amount of N&P within the catchment was 9512 t a-1, and that oflivestock&poultry and domestic were 30731 t a-1 and 1645 t a-1 respectively. Clearly, theformer was the main source which contributed 73% of total amount. Different village andtown shared different Contributing ratio. Qijia contributed 19% mostly and next werePinghu and Taiping, which was consistent with the results of model simulation. Finally, with the basis of prior control zone, the measures of control and managementfit for Shuangyanghe Catchment were put forward, including soil and water conservation,reasonable fertilization, better use of excretion, and intensified livestock&poultry breeding.
