The severe soil and water loss in the Loess Plateau has not only made local eco-environment fragile, impoverished local people, but also brought out great hazards to the downstream of the Yellow River. The past some 50 year witnessed obvious achievements in curbing soil and water loss in the Loess Plateau,significant reduction of sediment inflow to the Yellow River and improvement of local eco-environment. In this article, in line with the reality of the Yanhe basin, a result of systematic study and analysis on categories of the soil and water erosion, components of measures for the soil and water conservation and ecological rehabilitation and plan scheme is presented. The specific contents are as follows:1. Analysis on the status of and problems in the soil and water conservation and ecological, rehabilitation and suggestions on the its advance, namely, (1) adopting integrated interventions based on individual sub-catchment; (2) strengthening construction of dam system, with emphasis on key dams;.(3) combining development and rehabilitation; (4) applying project management approach to key project implementation; (5)basin agencies and governmental departments fully playing their roles, holistically managing soil and water conservation.2. Analysis on the main measures of the soil and water conservation and ecological rehabilitation. Such proposals are put forward as to application of locally suitable soil and water conservation measures in line with the laws and characteristics of soil and water loss and categories in terms of soil and water loss type, and layout of measures for specific categories of soil and water loss type is defined.3. With natural condition and resources within the Yanhe basin analyzed, such principles to be adhered to in the soil and water conservation and ecological rehabilitation as holistically planning, prioritizing emphasis, preventing and rehabilitating in different ways in accordance with different erosion zones, adopting sub-basin-based comprehensive rehabilitation measures and highlighting the ecology benefits.4. Analyzing and defining the guideline for the soil and water conservation and ecological rehabilitation in the Yanhe river basin, compartmentalizing zones for soil and water conservation, ecological function and categorizing soil and water loss. The layout of measures for the soil and water conservation and ecological rehabilitation in the Yanhe river basin is defined in line with characteristics of individual zones.5. In line with the natural and social characters and requirements for economic development in the basin, the soil and water conservation and ecological rehabilitation plan scheme is decided as: for slope area, the measures of terracing for basic agricultural lands, vegetation rehabilitation and ecological restoration are dominated, key dam construction prevails in the gullies, with medium-small -size trap dam construction as supplement. Supervision and law enforcement on soil and water conservation and monitoring are the main focus in terms of no-structure measures. and scientific research, technology introduce and extension should be enhanced. Concerning the administrative measures, establishment of management with high-efficiency, formulation of favorable policies and regulations and advocating scientific administrative regulations should be at the core.
