Nowadays, with the rapid development of economy in our country, people pay more attention to the environment protection. Consequently, the wastewater treatment in small towns has become an important problem. According to the feature of the wastewater treatment in small towns, there are great advantages in treating the municipal wastewater and the industrial wastewater together. Aiming at the municipal wastewater that includes the hardly degradable organic wastewater produced by dyeing and printing, papermaking, spinning and other chemical industries, based on the analysis of the quality and quantity of the wastewater, to choose an economical wastewater treatment technique that uses hydrolysis (acidification) instead of traditional first settling pond and combines the effective and new bio-film packing with biological contact oxidation can effectively remove the BOD, COD and SS in the wastewater, and then the output water can satisfy the second level requirement of 'Pollutant Discharge Standard of Wastewater Treatment Plant in Towns' (GB18918-2002). The estimate of the aggregate investment for the first period is about 51600 thousand Yuan including the wastewater treatment plant building and the improvement of the drainage pipe network, and of which the estimate of the investment in the plant for the first period is about 21800 thousand Yuan. The fee for the pollutant discharge is 0.60 Yuan per ton, which has some anti-risk ability. At the same time, based on the technology and economy comparison, we design the working plan of the wastewater treatment plant that will treat the wastewater including the hardly degradable organic wastewater produced by chemical industries, and the size is 30 thousand m~3/d. This project was checked and accepted by the department of environment protection, and came into operation in December 2003. In the operation the removal of main organic pollutants are: the average of BOD 88%, the average of COD 81%, the average of SS 88%. This technique of wastewater treatment plant, the combination of hydrolysis biological reaction pond and biological contact oxidation pond, has great advantages in treating the wastewater including the organic wastewater produced by chemical industries. The technique also has good shock-resisting ability, so it can work steadily and the effect of treating wastewater and sludge is satisfactory.This research offers an effective technological process of the design of the wastewater treatment plant that will treat the wastewater including the hardly degradable organic wastewater in small towns.
