Study On Technical Outlines And Case Analysis Of The Environmental Impact Assessment On Urban Master Plan

Firstly, the problems of land utilization, energy sources, traffic andurban sight and ecology, which are related with cities in China, wereenumerated in the article. To solve the problems, the ideology of urbanmaster plan in and abroad was studied, with the conclusion that Chinahad experienced three periods which were "from above to below"model, from "below to above" model and many-factors-impulsingmodel, during all of which developmentalism was the main ideology tolead the urban plan. While developmentalism was an ideology that paidso more attention to economic development than environmentprotection that led to the problems above. To solve the problems, theplanners of urban plan should modify their traditional ideas in order tofind a way that can ensure the healthy development of the cities. Thensustainable development was considered more adaptive thandevelopmentalism, because it paid equal attention to the environmentand economy development.Secondly, sustainable development and environmental impactassessment system were introduced. And the condition in China wasthat there was two levels of environmental impact assessment, whichwere called projection environmental, impact assessment and planenvironmental impact assessment. The latter need more effort toimprove. Through analyzing the functions of environmental impactassessment, it was elicited that environmental impact assessment wasan important method to realize sustainable development, andindemnification of urban development as well.Thirdly, the way to imply plan environmental impact assessmentin urban plan was studied. First of all, to ensure the aim and task theanalysis of modification in industrial structure, targets of environmentprotection and emphases in urban building embodied in the 11th"Five-year Plan" was done. Secondly, according to the policies andcodes in China, the main way was tried to be constructed. Then, theimpacts of different urban development models to resources and energysources, industrial development modification and the development ofcity zones to environment, as well as the impacts during the planpractice period were taken into consideration. Finally, six aspects weresummarized which should be embodied in the urban planenvironmental impact assessment. Moreover, some methods thatsuitable for urban plan environmental impact assessment wereintroduced.To validate the feasibility of the summing-up above, two urbanmaster plan environmental impact assessments were taken as examplesin the article. They were Wuhan development urban master planenvironmental impact assessment and scheme of Dalian developmenturban master plan environmental impact assessment. By analyzing thethought way and content alone the sections and chapters the twoexamples were considered having embodied foundational contentsummarized above. Yet, the example of Wuhan was pointed out that ithad not taken all the factors into consideration, for it did not show thecharacteristics of the city. Moreover, the assessment methods system ittook was somewhat simple that it may not suitable for the planenvironmental impact assessment. With the comparison with the firstexample, the latter one can be considered more detailed and general.At last, several suggestions about how to develop the urban masterplan environmental impact assessment were list, including three mainaspects which were related with the appraiser, methods and how todevelop the sustainable assessment of urban plan.
