| Along with the development of social economy, environment capacity the ability of a specific ecological unit to absorb pollution is becoming scarce. This capacity is itself a "natural resource", which is an unsettled situation as governments negotiate pollution control systems. And the subsequent uneconomical utilization of natural resources has resulted in the inefficiency of allocation of resources in a traditional market, which is reflected as all kinds of pollution and deterioration of environment quality. Therefore emission permit trading was proposed as an economic solution to the problem. Emission permit trading that based on gross control and whose main adjust measure was market was a new way to relieve environmental pressure and control pollution. It was much used in the world but started a little time in our country. So studying on the theory and application of emission permit trading was very important.Based on the analysis of researches on pollutant emissions trading, this thesis established water pollutant permission trading system' s structure, and divided the whole system to emission distributing system, pollutant permission trading subsystem, supervising pollutant permission trading subsystem and adjusting pollutant permission subsystem. And establishing water pollutant permission trading scientifically had four preconditions: pollutant permission system, pollution charge, scientific environmental capability and rule of law about environmental protection. |
