The sharp increase of population and the increasing development of modernization construct have being brought serious load to resource, the source of energy and environment. Since the strategy of sustainable development was offered, the green projects have been paid important attention to all over the world. For implementing these strategies, industrial by-products are used in the cement industry, which doesn't only save clinker and decrease the need of cement, but also improve the properties of concrete, reduce the cost of concrete and enhance durability of concrete structures, and then achieve the aim to improve environment and reduce secondary pollution. The phosphorous slag (PS) contents P and F elements, which pollute environment, so that it is essential to make the best of PS.Based on these needs, this paper studies that influence of particle size and particle size distribution(PSD) of PS on the properties of phosphorous slag cement (PSC), which PS can be utilized better. Chemical compositions, phase compositions and structures of four varieties of PS are analysed by chemical analyse, XRD, and NMR measurements. The results show that their chemical compositions are close, all of them content glassy substance as the main phase, and their structures are likeness. except that their contents of P2O5 are different. Five kinds of different PSD are made for each PS by vibration mill in the aim to activate the PS, which are mixed with portland cement to be phosphorous slag cement(PSC). At the same time, influence of specific surface area and D50 of PS on the strength of PSC are studied by the relationship of them. The results prove that the strength of PSC increase firstly, then reduce, increase finally with increase of PS specific surface area and decrease of PS D50 .Finally, we find out that cumulate curves of the better strength of PS cementaren't close to ideal curve-Fuller curve.To clarify influence of the PSD of PS on cement strength, Relevant degree and relevant polarity between volume fraction of different PS powder and cement strength, cement paste porosity by gray relevant analysis method. The results indicate that < 10μm PS powder have negative effect on 3d PSC strength and 3d porosity structures...
