Since 1950's . it becomes to be a chemical industrial base that gathered some factories on chemical raw material ,compound medicine, plastic ,rubber, coloring matter, chemical fiber, and perfumery etc. Taopu industrial zone extends sq km3.1 , it was ever one of three heavily polluting zones in shanghai. Since 1995 demotic government of shanghai and demotic government of Putuo district By shutting down heavily polluting of Taopu area and conducting First-round Three-year Environmental Action Plan and Second-round Three-year Environmental Action Plan to proceed with environment fruitful Rehabilitation in Taopu industrial zone. during carrying out First-round Three-year Environmental Action Plan, we adopt the model that "terminal treatment of industrial process" for eliminating heavily polluting of Taopu area , the model emphasizes to controll pollution on industrial process of terminal, on one time we also paid attention to the model of recycling economic. After 2003 year during carrying out Second-round Three-year Environmental Action Plan, As long as the opinion of continuous developing is advanced, Comprehensive Rehabilitation in Taopu industrial zone was evolved , target of this Comprehensive Rehabilitation is to implement recycling economic, to follow the principle of reducing, reuse and recycle, achievement strategy of transiting local pollution control to arrange structure of production extensively.
