The theme of the paper is taking water environment protection of Fenshui River in Tonglu County as the basic frame. The author calculates water environment capacity and makes a River Health Estimation system for the purpose that ensures drinking water safety alongside Fenshui River as well as sustainable development of regional economy and society. The attainment of the purpose is guaranteed by effective ecological water safeguard system and positive circulation of ecological environment.The research of water environment capacity is the base of research on River Health Estimation and drinking water safety. As for there isn't unsafety in water resource quantity in Fenshui River within Tonglu County, most of unsafety is leaded by water environment quality decline. The drinking water safety in city is related of point pollution, at the same time in village that is enslaved to non-point pollution. So the research of point and non-point pollution is the important content of the thesis.Point pollution aims at containments of city that consist of industrial pollution and living pollution. Point pollution has absolute influence over water environment capacity. The author makes times of investigations and uses 1-D River Water Quality Model to forecast the water environment capacity in future at the base of calculation in containment amounts according to social and economical development, then makes a plan of reducing containments.Non-point pollution mainly aims at village containments. The author uses SCS Runoff Curve Number Method to calculate the amounts of non-point containments total P and total N in terms of land types and the charge of total P and total N in every district of Tonglu Fenshui River drainage area, and then does an analysis in comparison of investigation information. The author also estimates the non-point pollution level of every distinct according to containments charge. The result shows that academic calculation is coherent with factual status.Then the author estimates the health status of Fenshui River within Tonglu County. The estimation system consists of five rule layers (water supply function, flood prevention function, service function, environment function, ecology function)and 25 indexes. The result shows that the health grade of Tonglu Fenshui River is good. The estimation of River Health is another important aspect of the thesis.Finally the author analyzes the status of drinking water safety in this area and suggests some measures according to above researches and the requests of drinking water safety in new country construction.
