Wetland is the lung of our earth, which not only are important habitats for various wildlife, but also have many functions and value, including flood mitigation, coast protection, groundwater recharging, water purification, climate regulation, education and recreation. However,with the development of economy,wetland resources have been seriously disturbed such as large scale reclamation ,over-hunting, industrial wastewater pollution ,and species decrease of rare animals and plants. And the protection of wetland that the human depend on has turned into an urgent task without delay.The environment, as the key element of typical public product, its quality maintenance needs the whole society involvement besides of the controlling by government proactively, initiatively and efficiently. It is more and more important and acceptable in our government for public to participate in the environmental protection, since the public is both wetland resources protectors and consumers. The level of wetland protection relies on the breadth and depth of citizen's participation mainly.Due to many reasons, the degree of participation is pretty low and only few people participate in this action, even though public participating in wetland protection has a certain period at our country. It is fall short of the demand. This makes a distance or gap with the demand on development of wetland protection. It is just right time to push and enhance the public participation at the wetland protection action, as long as the implements in the reformation of"Small Government, Large Society"policy and the people's rising fervency in public participation. This paper is going to discuss how to perfect the path of public participation in environmental administration by combining many literatures research and practical experiences. This paper consists of five parts. The first chapter introduces the meaning and backgroud of public participation in the wetland protection, then summarizes the theory basic, research approaches and research targets.The second chapter summarizes the concept of wetland and its important functions,such as ecological function,economical function and social function. The paper introduces the main types and resources of wetland in China latter. Meanwhile the paper point out there have been a lot of ecological problems of wetlands in China,because of over-hunting and irrational exploitation of natural resources.The third chapter describes the current situation of the public participation in the wetland protection. Today, Chinese people participate in the wetland protection mainly through the following paths, such as motions of the NPC or CPPCC, reports written by news medias, the environmental NGOs activity, international co-operation and community co-management. At present, the public participation in wetland protection is not satisfied. Public participation is in low-grade, one-way and inefficient. Government magisterial wetland protections dominated for long time. Non-governmental organizations are still very limited in terms of their quantity.The forth chapter gives some advice on how to improve the public participation systems of wetland protections. Firstly, rising the consciousness of public participation in wetland protection. Secondly, our government should transforming its functions and give chances to the public to participate in protection and management for the wetlands. Thirdly, established the legal systems of wetland protection in order to specific the right of public participate.Also we should enrich ways of public participation in wetland protection.The last chapter is concluding remarks. It draws the conclusion that the public participation in wetland protection is an important approach to solve the wetlands problem in China. At last, the paper gives the outlook of this research.
