The Emergency and Linkage System about the Multi-agent of Emergency Incidents is a complex macro-system, which is based on a masterstroke of the whole emergency responding course of the emergency incidents, and covers all kinds of links, including the watching, alarming, receiving, multi-agent united treats, dealing with problems arising from an accident and reconstruct, etc.In this thesis, the multi-agent system refers to the main organizations and braches of the Three Gorges Dam Area (TGDA) and Yichang city's emergency and linkage departments and even higher authority emergency departments (the provincial level, the national level) in the emergency and linkage stage. The multi-agent system consists of many different agents, and each agent plays the different role in the system.This thesis is based on the request of the special geography and the social position of the TGDA. Through the diagnosis of the existing resources and the emergency management actualities of the TGDA, this thesis discovers their deficiencies and combines the need of the existing emergency and linkage system with the emergency rescue technology, and then conducts the system principles to study and design system, then to realize optimizing the organizational structure and the information transmission network, and then consummates the emergency and linkage rescuing and responding procedure. All of these can enhance the linkage efficiency and potency.This thesis can be divided into seven parts: Firstly, this thesis proposes the origin of the research question and elaborates the research goals and significance, the content structure arrangement and methods, and then briefly analyzes the domestic and foreign research present situation. Next, this thesis mainly introduces the basic theories, including the basic concepts in this thesis and the multi-agent cooperation principles, the emergency organization theories and so on. Thirdly, this thesis introduces the present situation of the emergency and linkage in the TGDA. Through analyzing and diagnosing each kind of emergency incidents and the present situation of the emergency and linkage organization, this thesis has found the deficiency, which builds the foundation for the following optimization. Fourthly, this thesis carries on the optimization to the emergency and linkage organization and to the operation mechanism of the emergency and linkage about the multi-agent of the TGDA. Fifthly, this thesis takes the large-scale oil tanker suddenly to divulge between the two dams in the TGDA as the example. Through diagnosing the existing emergency resources and rescue procedure, the thesis proposes the optimization plan, and then elaborates how to take the plan. Finally, this thesis carries on the full text summary, and briefly elaborated this thesis's further research direction.This thesis's main achievements: Through diagnosing the existing emergency organization system, which includes multitudinous agents, this thesis finds the aspects which have insufficient and need to consummate, then to optimize them. During the diagnosis and optimization process, and based on bursting and diffusing characteristics of the emergency in the TGDA, this thesis has constructed more effective policy-making pattern and has formed perfect "the countermeasure library". Meanwhile, this thesis has formed more reasonable multi-agent emergency and linkage organization and comprehensive information transmission network and the highly effective multi-agent emergency and linkage operation procedure of the TGDA.
