A Study On Chinese Safe Community Construction

Hurt has become a serious problem which is threatening human being's health and life in the field of social safe and public health. The safe community mode made by WHO is now fast developing in the whole globe and has been widely recognized as an economic and sustainable way to prevent hurt in community.Recent years, hurt and injury ranks in the top five death reasons in China. To foster safe idea and propaganda safe knowledge among the vase people is becoming an urgent task in Chinese society. Not only the amount but also the quality of medical service at most community medical centers in China cannot meet local inhabitants'requirements, neither do the monitoring means and statistic data of hurt, which eagerly propels the local government to commit itself to protect inhabitant's safe, to reduce danger factor and to create an safe environment.In the beginning of this paper, the writer reviews the concept of safe community and safe promotion and WHO's official approval standards and relative index of safe community, and then introduces the development situation of current foreign safe community construction. In the next part the paper compares the current developmental situation and regional peculiarity of China's safe and health community construction with the nine standards of WHO's safe community, trying to advance and sum up the practical meanings and important points of China's construction of safe community.In the case study part of the paper, the writer finds out primary safe problems by doing fieldwork in Hongqiao Community and analyzing data which is picked-up through basic investigations. Then the writer applies the opinions and methodologies of public administration and organization behavioristics to research the new topic of"safe community"construction in China and come up with the final conclusion.According to final conclusion, in order to accomplish the project of"safe community"construction, the local government should mobilize each project group's enthusiasm and make full use of local advantages. In the integrative construction process, on one hand the PDCA circular method of project management should be actively applied and extended; on the other hand, the government should study and explore how to apply the practical constructional means to other daily jobs so as to ameliorate government's work and foster the core competition. The construction of safe community is a long lasting and systematical project, which should be directed by the modern administrative science and the PDCA circulate method to advance the work effectiveness of the construction project.Safe community originates from the western countries. It is new in China and its construction is in the beginning stage now, thus the applicability would become a problem because of the difference of country situation.
