The study is a sub-project of the National Basic Research Program of China ("973"program) "Mechanism of environmental pollution formation and research of Ecosystemremediation in the northeast old industrial base". The regional and industrialcharacteristics of the industrial wastewater discharge in the northeast old industrial basewere studied, and the main polluted cities, the main polluted sectors and their mainpollutants were found out, by applying equivalent standard pollution load method.Finally, preliminary analysis of the driving factors on the discharge of industrialwastewater was conducted. Conclusions were included as follows:It was indicated that the volume of industrial wastewater discharge descended firstand rised later from 1999 to 2005. The main pollutants varied from heavy metals toorganic contaminants during the period. Dalian city was the city discharging themaximum volume of industrial wastewater. The sectors were Raw Chemical Materialsand Chemical Products sector or Smelting and Pressing of Ferrous Metals sector.Huludao city was the city discharging the maximum volume of Hg, Cd, As and Pb,other pollutants like cyanide, petroleum pollutants and volatile phenolic compounds,their main discharging cities, in different years, were different. Smelting and Pressing ofNonferrous Metals sector was the sector discharging the maximum volume of Hg, Cd,As and Pb, Smelting and Pressing of Ferrous Metals sector was the main dischargingsector of cyanide in 1999 and 2002, but Raw Chemical Materials and ChemicalProducts sector in 2005. For volatile phenolic compounds, the main discharging sectorvaried in different years.Equivalent standard pollution load method was applied to find out the mostseriously polluted cities in 1999 and 2002. Results showed that Huludao city was themost contaminted city, and its main pollutants in 1999 were Cd, Hg, volatile phenoliccompounds, Pb and As, but in 2002, Cd, As, Hg and Pb were main pollutants, exceptvolatile phenolic compounds, mainly resulting from Smelting and Pressing of Nonferrous Metals sector. In 2005, the most seriously polluted city was Qitaihe city, andits main pollutants were volatile phenolic compounds, mainly rising from PetroleumProcessing and Coking sector.Obvious industrial characteristics of Cr(â…¥) and COD in watewater from differentindustrial sectors in the northeast provinces of China in 1999 and 2005 were found out.The results showed that the main discharging sectors in the northeast provinces of Chinawere different in 1999, and the main discharging sector was Raw Chemical Materialsand Chemical Products sector in Jilin province in 2005. For COD, both in 1999 and2005, it was also high in Liaoning province, mainly rising from Papermaking and PaperProduct Sector.Results of driving factors analysis indicated that pollution control investment andtotal volume of industrial water-consumption have little effect on the volume ofindustrial wastewater discharge, but industrial water-demand have positive correlationwith volume of industrial wastewater discharge. The effect factors of industrialwastewater discharge were comprehensively analysed, found that it was useful todecline the discharge of industrial wastewater and save water resources, by promotingthe environmental technological level and coordinating the relationship between theenlargement of production scale and the variation of industrial structure well.
