Using advanced and reasonable assessment method to appraise the risk degree of oil depot has a very important practical significance for elevating the oil depot safety technical level. The quantitative assessment method is adopted in this paper and the fuzzy mathematics theory is introduced to study the risk assessment technology for oil depot. A fuzzy risk assessment method for oil depot comparatively conformed to situation of our country is formed.An oil company in Yingkou is taken as an example in this paper, the risk factors are determined and the lapse factors system is also established based on scene actual inspection and correlative standards and criterions of oil depot in our country. The fuzzy assessment is applied, and the fuzzy matrix is established grounded on factor collection and comment collection, then the synthetic model M(·,∨) is used and the fuzzy matrix and the right vector are combined, then the fuzzy transformation is carried on and the Fuzzy Comprehensive Evaluation result is obtained. Further, the safety rank of oil depot is concluded by the Fuzzy Comprehensive Evaluation.In this paper, five levels are included in the lapse factor risk grade collection, as follows: very serious, serious, general, slight, and very slight.The Analysis Hierachy Process is also introduced in this paper. By analyzing factors and relativities in complex system, basing on grades of experts, and comparing estimation by twos, the relative importance of factor in each level is determined and the judgment matrix is established. Trough calculating the maximum characteristic value and corresponding characteristic vector of judgment matrix, the importance order of every level factor to former level factor is obtained and then the right vector is determined.According to the assessment result, the risk acceptability and weak links are acquired. Subsequently, the corporations are suggested taking corresponding security measures pertinently to eliminate or decrease the system risk, helping for realization of standardization and science of safety technology and management.
