In recent years, public security is confronted with severe situation in China, unexpected public incidents burst out repeatedly, which not only cause severe casualties and loss to properties of the people, but also bring along a series of psychological problems, social contradiction and benefits conflicts, directly affecting social stability and endangering national security, also affecting economy and social development of the whole country. Such unexpected public incidents test acceptability of the social public, also test the capability of the government to safeguard national security, social stability and public interests, as well as performing social management of public service functions, pushing the government to come to be aware that it should assume corresponding responsibility of establishment of state emergency response system and upgrading social integral emergency management capability and efficiency. What is the most urgent right now for the government is establishment of emergency response information system, which demands immediate action. The essay only chooses coal mine accident emergency information system for study among wide variety of unexpected public incidents as an example, in an purpose to study its concept, characteristic, content of construction as well as governmental construction mechanism, etc,so that investigate on how the government shall act to establish a comprehensive emergency system.The essay comprises foreword and the body which consists of three parts.The author states seven reasons of selecting this theme in the foreword: firstly, the establishment of coal mine accident emergency response information system is an important part of the government to perform social management and public service functions, this study matches the direction of specialty research; secondly, coal mine accidents in China break out frequently, causing severe casualties, damage and losses to the properties of the people, thus this study falls in the category of urgent and important theme; thirdly, quality of the coal mine employees is inferior, there are insufficient number of coal mine professionals and there automation of accident emergency and rescue is fairly low, the accidents happened as a result of the above reasons alert the government to the importance of surveillance of coal mine safety facilities; fourthly, the absence of coal mine accident emergency response program in many cities and the demand of upgrading the emergency response management capability by the government indicates the necessity of establishing a coal mine accident emergency response information system; fifthly, the absence and challenge of research on the establishment of coal mine accident emergency response information system gives me desire and impetus to be engaged in this study; sixthly, the drive of actual work demand and support by convenient study conditions push me to have clear study objective and superior study condition, which gives me good foundation to complete this essay; seventhly, an important objective of selecting this theme for study is to apply what I learn in theoretical knowledge and method of public management, theoretical knowledge and skill of electronics political affairs, as well as the practical experience I have to practice, serve the government and the society as a whole.The text comprises three parts:I. Concept and characteristic of the coal mine accident emergency response information system.To study the construction of the coal mine accident emergency information system, the realistic and logistic precondition should be the concept definition. We can view the coal mine accident emergency response system in both the narrow sense and the broad sense. From the narrow sense, the coal mine accident emergency system only refers to the automatized system itself, which is the key point of the research of this essay. While from the broad sense, the coal mine accident emergency system refers to a large and abundant system including the automatized system and the automatized people, also including the automatized equipment and the whole system that support operation of the automatized system. The characteristic of the coal mine accident emergency response information system includes: the administrative system, open system, innovative system, high coordinated system, interactive system, system importance, system uncertainty, high-efficiency of system, real-time and mobile office. In fact all these characteristics make up of the special requirements to the construction of the coal mine accident emergency response information system, while the people responsible for the construction should reflect these unique features into the system construction.II. Content of the construction of the coal mine accident emergency response information system.The theoretical research should serve for resolving of the realistic problems. The purpose of research on the content of construction of the coal mine accident emergency response information system, is to use the theoretical methods including the administrative management and the emergency management and use the advanced information measures to improve the government's ability on dealing with the coal mine accidents.Based on the emergency response program currently available in China, we can set the general framework of emergency information system for coal mine accidents, by applying computer science, information management and information system as well as office automation, and by combining the experience and lessons from the establishment of office automation system in the past. The system should consist of at least 3 sections of operation management system, emergency management system and emergency command system. Among them, the operation management system is designated to manage the organization operations, control production process, support office work and update relevant database, which includes three sub-systems of operation management, process control and data processing; The emergency management system comprises several sub-systems of personnel information, information station, security inspection branch, assessment and statistics, safety education and technical documentation etc.. It is a man-machine system integrating personnel and computer for comprehensive management of coal mine enterprises, which should be co-established by government & enterprise and able to input, store, process and output coal mine emergency information, and enable all system users search & browse information related to emergency rescue as to facilitate daily management of emergency accident response, meanwhile provide necessary information support for disaster accident evaluation and assist administration staff in management & decision-making; The emergency command system - also called emergency response system– is a platform of sharing coal mine safety information and making decision on network, which is based on computer & spatial database technology, bridged by Internet technology and supported by GIS technology. It enables the dynamic management & analysis for safe production data and automatic alarm for hidden ventilation troubles, and assists decision-maker in seeking possible solutions for emergency accidents during the interaction between people and computer as to supply necessary information for administration staff. The emergency command system is made up of professional command system, integrated emergency response system and disaster evaluation system.Ⅲ. Mechanism promoting the construction of coal mine accident emergency response information systemMechanism, which refers to regulations and rules, is the game rules for various system construction participants. Mechanism design means that given a certain organization goal, whether it is possible to design and how to design a set of game rules that enable the final game result of each economic activity participant, who holds personal information and acts out of its own personal interest, could meet the target that set by the organization. Mechanism design refers to such a set of thinking, framework and method, which enables us to analyze accident by a comprehensive and objective approach, face up to crisis with rationality and courage, discuss solutions in democracy, and solve the problem with scientific and cautious attitude, so as to achieve the system construction target. To build a sound coal mine accident emergency response information system and fulfill its anticipated target, mechanism (regulations and rules) design is of great necessity and vital importance. Major design mechanism includes system construction multi-party cooperation mechanism, resource integration collaboration incentive mechanism, system function evaluation and selection mechanism, and system failure responsibility inquiry mechanism. Because during the process of mechanism implementation, each participant will respond differently to it, and besides, on some occasion mechanism is merely one possible choice, therefore, such a mechanism implementation process is a variable process, and the game between parties will exert a substantial influence on its implementation. As a result, it is necessary for us to carry out some political and managerial strategies to ensure the effective implementation of the above-mentioned mechanism. Firstly, Party committee leaders and government leaders shall pay great attention to this issue. Secondly, supervision department, relevant department concerned and enterprises shall make concerted efforts. Thirdly, government shall provide proper environment for system construction. And lastly, government shall assume its responsibility to promote the conversion from mechanism to policies and regulations.
