Research On Agriculture Pollution And Its Prevention And Treatment Policies

Since the entry of the 21st century,the problem of Agriculture Pollution(AP) has gradually become more and more serious,it has been the main source of water pollution, soil pollution and air pollution,which not only degrades the agricultural ecological system and endangers agricultural safety,but also does harm to people's health through water and food. What's more it threatens the development of agriculture and rural economy. Thus, in recent years, the central government has paid great attention to rural environmental problems which are characterized with Agricultural Pollution,the control and regulation of Agricultural Pollution is of great strategic meaning,many laws,regulations and rules to regulate Agricultural Pollution has been enacted. Agricultural Pollution regulation has become a great problem on agriculture and rural development during the period of 11th Five-Year Plan. Meanwhile, it is also one of the important issues in the ongoing project of"New Socialist Countryside Construction".By using theories from the relevant disciplines such as environment economics,public economics,welfare economics and public choice theory,the thesis analyzes the problem of agriculture pollution and it's regulation. After stating the relevant theories and methods,the thesis analyzes the sources,reasons of agricultural pollution and the problems in current agricultural pollution regulation system in China,the construction of agricultural pollution regulation system and the policy measures are also put forward. On this basis, by using a case study of Weinan in east of Shaanxi Province,the thesis shows how to propose some special suggestion to certain area. The thesis is composed of six chapters.In chapter one,as an introduction,an overall synthetically commentary on research objective,significance,major research content and present research at home and abroad are put up. The chapter also states the research approach,process and innovation.In chapter two,the chapter states the basic theories about agriculture pollution,which provide scientific proof for its prevention and treatment. In addition,it also points out its influence to the rural economic development.Chapter three states the current situation of agricultural pollution in China. It mainly analyzes the source of agriculture pollution,the status co of the regulation of agricultural pollution,and the reason of the problem in control and management of agriculture pollution. Chapter four sets up the policy aim and standards of agricultural pollution. Then the policy instruments are listed and assessed.Based on the former chapter'content,chapter five states the construction of the agriculture pollution prevention and treatment policy system in China,which includes three sub-system which are AP regulation policy system,the organizational support system and the technical support system.Chapter six uses the case study approach to analyze the situation and characteristic of agricultural pollution in Weinan,and proposes a whole package of suggestions to the prevention and treatment of AP there.
