Development Of Indicator System For Environmental Impact Assessment Of Industrial Estate Planning Near A Port

The system of the environmental impact assessment plays an important role in the field of enhancing the quality of decision- making and environment protecting, which is the important manifestation of the strategy of sustainable development. In order to prevent the environmental pollution and ecological damage, the effect on environment should be considered in the total process of making and taking effect in the policies of the development of social economics. Therefore, strategy environmental assessment gradually being accepted by more and more countries.The indicators system of environmental impact assessment of planning , which enables decision makers to know the environmental factors which should be prior to considered in the process of the implementation of the plan. It is very significative to form the system and promote the research and the quality of environmental impact assessment of planning.This paper uses for reference drawing the research fruits and experiences of China and abroad on the theories and indicators system the environmental impact assessment of planning , considering the practical need of programming environmental impact assessment on the area of nearby sea in china and citing the example named the master plan of the industrial estate near a port in Fangcheng of Guangxi, author studies on the indicators system. According to the environment protecting aim of the source - social -source sustainable development, this paper divides three standard layers. There are indicators of environmental quality, indicators of using the sources and energy and the indicators of tsustainable using of the social economics. Moreover, on the basis of take program's characters into account and follow the designing rules of the system of Environmental impact assessment of planning, every standard layer is divided into several indicators. And then using method of AHP, which used for one-one comparison between middle-level indexes and individualindexes in importance level-by-level and marked it after judging. It also extracts thecorresponding characteristic vector of maximal characteristic root in radical root method in order to determine contribution the lower level to the higher ones, so that it obtains importance weight the individual index to the total target. And then conforming the indicators system of environmental impact assessment of planning aim at this item. Finally, the problems found in the process of researching are concluded and the solutions to it are suggested too.This paper provides industrial areas which will be constructed in future with technologies and ways, and supply references for the Environmental impact assessment of planning of the Guangxi Beibu Gulf economic zone construction in future.
