| At present, China is in the historical period of economic transformation from the tradition to the modern acceleration, sustained economic growth and deepened market-oriented reform led to the enlarged exploitation of natural resources and rapid growth of pollutants emission. China is facing serious atmospheric pollution problems. Therefore, research regional atmospheric environment management and do well the work of prevention control of atmospheric pollution so as to improve the atmospheric environment, has become an important part of the regional sustainable development.The thesis take Tianjin Binhai New Area as the example, mainly made a set of regional atmospheric environment management pattern through research of the present air pollution control methods-- atmospheric environmental capacity calculation and total quantity control, emission permit system and emission trading system, and combined them, to provide some management ideas and management methods for future regional atmospheric environment management and resolve regional air pollution problems more effectively.The thesis carried on the atmospheric environmental capacity calculation of Tianjin Binhai New Area for the first time. When used the multiple source pattern to calculate the plan environmental capacity, the autnor amended the modle according to the actual situation of Tianjin Binhai New Area. The autnor also used the linear superior optimization method to Total pollutant emission distribution based on the atmospheric environmental capacity calculation work. Combined with sulfur dioxide emissions reduction plan in'the period of the 11th five-year plan'period of Tianjin and sulfur dioxide emissions reduction goal responsibility agreement in in'the period of the 11th five-year plan'period signed with the counties, The autnor discussed the problem of actualizing emission permit system and emission trading system in Tianjin Binhai New Area for the first time and analyzed the supervising and managing system efficiency of emission trading.Take the combined management method of total quantity control and emission trading in atmospheric environment management is a useful measure to protection environment against atmospheric pollution. It's also the only way to implment the sustainable development strategy and construct the ecological civilization. This thesis researched the regional atmospheric environment management pattern from a macroscopical new perspective. The research results have great benefit to the transition from goal total quantity control to total quantity control, the reasonable effective use of regional atmospheric environment capacity resources and actualize emission trading system in regional atmospheric environment management. |
