Study On Our Country's Environmental Education And The Legislation

Since the 1950s, as environmental events emerged and intensified in various countries, environmental education had been given widespread attention as a means to improve the environment. Today's environmental problems is not a natural phenomenon, but the result that people destroyed the balance of the nature. To improve the ecological environment, we must first contrary view of human nature, culture, values, change the human environment moral values. Therefore, the strengthening of environmental education is the only way to improve the environment.Environmental Education, by the means of educating, can make human know and understand the environmental problems, at the same time, human may get thoughts, ideas, skills and behavior norms to father or to prevent new environmental problems from producing.Environmental Education is all-sided, mainly including environmental conscious education, environmental ethical and moral education, environment protecting technique's education, environmental policies, laws and conducts, etc. The development of environmental education popularizes the environmental science knowledge, raises the citizen environmental awareness and ability, at the same time, it is also the need to construct reasonable educational structure and carry out the scientific concept of development. Strengthens the environmental protection, take the education as a book, depending on legal system safeguard. Only through legislative protection ,environmental education can be achieved in an orderly manner and norms, the role of environmental education can be brought into full play. At present, looking from the rationale, the policy foundation as well as the social basis and so on each aspect, our country had already met the environmental education legislation requirement.In foreign countries, the United States, Japan already has adopted environmental education legislation. In brief, its legislative experience takes to our country's enlightenment to lie in:Firstly,we must be clear about the responsibilities of government to promote environmental education, so that the government can give full play to the leading role. Secondly, we should establish and improve the system of environmental education. Thirdly, we should encourage and guide social participation by all means. Finally, the promotion environmental education investment's multiplication should also be our country environmental education legislation direction diligently.At present, the international and domestic situation of environmental protection is urgent, which requires China to formulate as soon as possible in line with national conditions Environmental Education Act, in order to protect and promote the smooth development of environmental education. Reference to the United States and Japan Environmental Education Act, I believe that the "PRC Environmental Education Act" should include the following six specific part of the contents: The first part is a general rule. In this part , I accepted professor Zhuhuaixin's concept about the environmental education and analyzed the environmental education legislative reason and the goal. The second part was the development of environmental education, part of the analysis focused on environmental education in schools in our country facing many problems, such as the uneven quality of teachers, teaching materials of construction delay, students needs to be increased awareness of environmental protection and so on, proposed the suggestio to strengthen the school environment educations. I believe that a series of measures should be expressed in the legislation to strengthen the environmental quality of the primary and secondary school teachers. It is necessary to strengthen the building of schools teaching resources (including information, teaching materials, and equipment to improve and enhance). Moreover, we must construct the extracurricular environmental education base to satisfy the need of the environmental education outdoors development. The third part is divided into departments in charge of environmental education in the rights and duties. I believe that our government may profit from US's legislation, setting up a environmental education office in the newly formed state Department of Environmental Protection. and local EPA should also set up a special office of environmental education for local environmental education. The fourth part for environmental education's safeguard, I believe that to safeguard the environmental education the exchange and the development, various countries should launch positive environmental education the interflow and cooperation, strengthen the intergovernmental cooperation, expand the environment public education the international exchange and cooperation channel, organize each kind of education group to go to foreign carries on the environmental education the inspection and training and so on. These international exchanges in the form of environmental education should be affirmed through legislation.
